The Centre for Health and Development evolved from over four years of collaboration between faculty members from the University of Port Harcourt, Port Harcourt - Nigeria and the University of Toronto, Toronto - Canada that culminated in a formal partnership through the signing of a Memorandum of Understanding (MOU) in 2001.

The Memorandum of Understanding called on the partnership to collaborate on projects to enhance individual and social capacity to address health challenges in Nigeria. The partnership had received and implemented two research grants; Chronic Conflict and the Health of Exposed Populations (from the IDRC) and Enhancing Capacity to Combat Health Hazards in the Niger Delta (CIHR) - to investigate the health impact of the chronic conflicts in the Niger Delta of Nigeria. The preliminary results of the studies show a high prevalence of Post-Traumatic Stress Disorder and HIV/AIDS coupled with minimal community capacity to mitigate the diseases. The studies also emphasized the need for stronger collaboration between the Universities for health intervention and research programs.

Research Associates (Fellows) of the Centre for Health and Development (CHD) are members of staff of both Universities of Port Harcourt and Toronto, who participate in various capacities in the implementation of the activities of the CHD, in addition to being the primary beneficiaries of the CHD's programs.

Goals of CHD

In 2006, the partnership secured a grant from the Canadian International Development Agency (CIDA) to establish a Centre for Health & Development at the University of Port Harcourt, Port Harcourt. Under the provision of the grant,

Goal: #1

The Centre aims to train health workers in the management of people living with HIV/AIDS (PLWHA) as its first project;

Goal: #2

The 2003-2013 strategic plan of the University, "Building the Future" has building human capacity as its second goal;

Goal: #3

The internationalization of the University by joint research with outside university as its third goal;

Goal: #4

And the extension of educational opportunity to the wider society as a sixth goal.
